BYU and Colorado State probably makes more sense.

Although the "Sunday Issue" may be big enough that the Big XII could opt for Utah State instead of BYU. From a rivalry standpoint BYU and Colorado State don't really have one, so it may be tough to develop one. Whereas, Colorado State and Utah State already have a minor one and it could develop into a major rivalry (assuming that the Big XII wants to play more "rivalry games" during "Rivalry Week). Also, I am not completely sold that the "Sunday Issue" couldn't come back and haunt the Big XII at the most inopportune time (if it adds BYU).
